In order to practice the concept of the establishmentof modern civilization of mankind, “Lucid Waters andLush Mountains are Invaluable Assets”, the Group haspersistently adhered to the sustainable developmentobjective.Under the Outline Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area, urban economywill develop rapidly and it is the mission of the Group toplay the role of urban environmental management expertin the construction of ecological civilization. The Groupwill continue to deepen development in the Pearl RiverDelta, Yangtze River Delta, Beijing-Tianjin-Hebei and theBohai Economic Rim market, so as to maintain the leadingposition in the industry. The Group will provide sustainableone-stop integrated environmental services, assume theresponsibility as a state-owned enterprise, focus on thedevelopment of its main business of industrial hazardouswaste disposal, develop regional environmental treatmentand protection services and offer comprehensive solutionsof waste management to various cities.The concept of sustainability is indispensable in the path ofbuilding a community of common destiny in a new era. In theimplementation of the “Waste-off Action” by the governmentin 2018, the environmental protection inspection furtherstrengthened the regulation on environmental pollution whichled to a quick release of potential demand in the hazardouswaste disposal industry. Under such circumstances, theGroup is able to give full play to its corporate mission of“A World without Waste” and implements the operationand development strategies of “Capturing Market Share,Improving Areas of Weakness, Strengthening Innovation,Facilitating Transformation, Controlling Risks and SupportingParty Construction”, and makes major contribution as astate-owned enterprise, so as to tackle the difficulties inpollution prevention and control.Accordingly, the Group has further elevated the collection,transportation and disposal and emissions standard ofits hazardous waste disposal enterprises, and strictlyimplemented the production safety accountability system,so as to ensure production safety and operate incompliance with environmental laws and regulations, whichenables the Group to reinforce its leading position andmake major contribution as a state-owned enterprise.

During 2018, the Group actively expanded its projectportfolio. It secured the Dananhai Hazardous WasteDisposal Project in Jieyang City, Guangdong Province,set up an environmental protection cooperation platformin Huizhou City, Guangdong Province, and participated inthe investment of Jieyang Ousheng Garbage IncinerationProject, further deepening its coverage in Guangdong.During the Reporting Period, the Company completed 3construction projects, implemented the project constructionand began the operation as planned. Meanwhile, it isexpected that the projects under construction of theGroup will increase our annual treatment capacity by over250,000 tons by 2020. Such projects include TangshanCaofeidian Wandesi Project, Nantong Dongjiang Project,Foshan Fulong Project, Fujian Nanping Project, HuaxinEnvironmental Project, Jiangxi Dongjiang Recycle Projectand Xiamen Dongjiang Project. To ensure our sustainingand effective development, the Group promoted anumber of proposed projects during the Reporting Period,establishing abundant project reserve. Upon the completionof these projects, our annual treatment capacity isexpected to increase by over 500,000 tons.As the 70th anniversary of the founding of the People’sRepublic of China, 2019 is a critical year for building amoderately prosperous society and tackling the challengesin pollution prevention and control, which is also criticalfor Dongjiang Environmental in deepening reform andactively contributing to the construction of ecologicalcivilization. With the nationwide call for pollution preventionand control, China will continue to take environmentalprotection as a major task and facilitate green developmentwith great efforts, and the competition in environmentalprotection industry will gradually intensify. In line withthe national development strategy, the Group will seizeopportunities to accelerate the construction of projects,optimize the structure of hazardous waste disposalqualification, strengthen the capital operation and makerational adjustment to its industry coverage. Meanwhile,the Company will explore new businesses and new modelssuch as environmental housekeeping services and EPC+O,strengthen technology research and development, continueto improve the production process, and enhance productquality so as to establish the brand of Dongjiang products.

With the nationwide call for pollution prevention andcontrol, China will continue to strengthen the protection andrestoration of ecosystems, expand green and environmentalprotection industry and promote green development withgreat effort. The Company was established in 1999. It is a holdingsubsidiary of Guangdong Province of Guangdong RisingAssets Management Co., Ltd. and is an environmentalprotection company listed in Shenzhen and Hong Kong(HK00895, SZ002672). The Group is a one-stop integratedenvironmental service provider. Driven by technologicalinnovation, the Group has established operationscovering the whole industry chain based upon the mainbusiness of harmless disposal of industrial (hazardous)wastes and recycling of resources and supplemented bymunicipal waste treatment, water treatment, environmentalengineering and environmental testing business with theaim of providing customized services to enterprises ofdifferent development stages and offering comprehensivesolutions of waste management to various cities.

4.1. PARTY BUILDING OF STATE-OWNED

ENTERPRISEDongjiang Environmental has a total of over 200 Partymembers in June 2016. In 2018, under the guidance of XiJinping’s thought on socialism with Chinese characteristicsfor a new era and taking “Standardised Building” as thetheme, the Group insisted on placing equal emphasison both Party building and production and operation. Itstrived to promote Party building work along with enterprisedevelopment through simultaneous planning, deploymentand implementation, controlling the “Steering Wheel” forcorporate governance properly and contributing to theCompany’s high quality development unremittingly.The Group took enhancing political building as theoverarching principle, strictly abided by political rulesand discipline, earnestly organised and convened PartyCommittee meeting, thoroughly implemented pre-studyby the Party Committee and gave full play to the role ofthe Party Committee as a leading core and political core;took ideology building as the core, earnestly conductedtheory studying sessions of the Party Committee CenterGroup and the thematic education of “Remaining True toOur Original Aspiration and Keeping Our Mission firmly inmind”, thoroughly implemented arrangement of the “GreatStudy, In-depth Research and True Implementation” activityof the Provincial Committee, promoted the normalizationand institutionalization of the study and education of “Two

Under the strong support of our state-owned shareholder, the Group hasentered a new development stage. Whileleveraging on the advantages of capital,talent, standardised management andgovernment resources possessed bya state-owned enterprise, we maintain highly effectivemarket mechanism and creativity and adhere to the Party’sbasic line, reflecting the Party’s requirement of strict self-governance in our business operations.The Group adheres to the principle of sustainability in itsoperation and is dedicated to improving the quality of theenvironment. It strives to become a leading enterprise inthe hazardous waste industry with the largest scale, mostcomplete qualifications and most standardised operation.The Group provides comprehensive waste treatmentservices to various cities, adheres to the strategic directionof innovation-driven development, strives to secure theleading position in the industry in terms of research anddevelopment and application of advanced technology andcreates drivers for the its high quality development. Fromthe global perspective, the Group is making strides inachieving the sustainable development goals set by theUnited Nations. It is committed to developing sustainablecity and community, and works strenuously for therealization of economic prosperity, social inclusion, andenvironmental protection as an ‘indivisible whole’ by 2030.

Core Business of the Group

Under the 13th Five-year Plan, the Group has achievedrapid development and gradually established a multi-sector coverage with harmless treatment, recycling andutilisation of industrial and municipal wastes as the core,covering the Guangdong-Hong Kong-Macao Greater BayArea, the Yangtze River Delta, the Bohai Economic Rimand the Midwest region. During the Reporting Period, theGroup adhered to the direction of strategic development,consolidated its resources, adjusted the business structure,improved the quality of recycled products, increased itsmarket shares in the harmless treatment of hazardouswaste and resource production business and obtainedqualification for hazardous waste of nearly 1.70 milliontons/year up to now.

The Company accumulated over 26,000customers, and recorded year-on-year growth of 25% inboth overseas sales volume and sales amount of recycledproducts, eliminating potential threat of environmentalpollution for various cities while achieving stable businessgrowth. During the Reporting Period, the Group recordedoperating revenue of RMB3.284 billion, representing anincrease of approximately 5.95% as compared to thesame period of 2017. The operating revenue of industrialwaste treatment and disposal, our core business, wasRMB1.287 billion, representing a year-on-year increaseof approximately 10.22%, and the operating revenue ofrecycled products was RMB1.228 billion, representing ayear-on-year increase of 3.96%.Furthermore, the Group continued to increase its effortin developing hazardous waste projects, enhanced thehazardous waste disposal capacity to match marketdemand, facilitated the construction of projects withdifferent technical routes and expedited the optimization andadjustment of hazardous waste disposal qualification. of proposed projects while carried out renewal of operationlicenses, which laid a key foundation for the sustainabledevelopment and leapfrog development of the Group.As for the business of municipal waste treatment anddisposal, it is a sector vital for building a moderatelyprosperous society and improving people’s lives. Therefore,the Group put unremitting efforts to improve treatmentefficiency to meet people’s growing needs for a better life.During the Reporting Period, municipal waste treatmentand disposal recorded a total of over 55 million tons ofmunicipal waste treatment, representing an increase ofapproximately 32% compared with 2017 while renewableenergy business of landfill gas power generation projectsgenerated 170 million kWh in 2018, which can reducegreenhouse gas (“GHG”) emissions and help cities toaddress climatic change.The Group constantly strengthened its sense ofresponsibility, upheld the safe development concept,strengthened the management of environmental protectionand safety works, conducted internal self-inspectionand rectification for existing problems and risks in strictaccordance with the opinions from different levels ofenvironment protection inspection, and followed upto formulate standardized operating procedures withstricter requirements for safety and environmentalprotection works. The Group performed the obligation ofenvironmental protection as required by the laws, ensuredlawful operation and compliant emissions and successfullyachieved a “Zero Occurrence” of the Class 1 Accident.During the Reporting Period, on the basis of safedevelopment and for the building of a national integratedcircular economy and facilitating the construction ofecological civilization in the community of commondestiny, the Group developed over 100 new customers forrecycled products, representing a year-on-year increase ofapproximately 72%, strengthened its business cooperation,developed new long-term customers and ensured stableprocurement volume of recycled products. was expanded to “Belt and Road” countries, includingseven countries such as Philippines, Pakistan and Japan.We recorded year-on-year growth of over 200% in bothoverseas sales volume and sales amount of recycledproducts.In addition to the economic benefits brought by thedevelopment of business, the Group comprehensivelyexamined, for two consecutive years, the benefits broughtby its business to the community. The Group madeconnection with upstream and downstream customers,government and community and joint hand with themto build our green environment one step at a time,demonstrating the results of sustainable developmentunder concerted efforts. 2019 will be a critical yearfor Dongjiang Environmental in tackling difficulties anddeepening reform. International situation is complicated andever-changing; the economy is facing increasing downwardpressure; and the industry competition continues tointensify. As the Central Government continues to carry outits second round of environmental protection supervisionand inspection which will last for four years, environmentalprotection issues will remain as a major task in China. TheGroup will adhere to the policy of taking hazardous wastedisposal as its core business to create a “Harmonious andWin-Win” situation for the Group, society and environment.

ACHIEVEMENTSThe Group has always insisted on driving its developmentwith technology, and constantly speeds up thecommercialization of technological achievements. ThisYear, the Group actively expanded its research team,recruited more research and development personneland actively established industry benchmark in termsof research and innovation. The Group has its ownresearch institute, and strives to conduct research anddevelopment of cutting-edge technology, introduce newtechnology, seek technological cooperation and realise

industrialized application. As a result of its unceasing workof development and innovation, the Group now possessesnumerous core technologies in industrial waste liquid,waste residue and urban domestic garbage treatment,sludge treatment, kitchen waste treatment and recycling,and has extensive technological reserve and researchand development achievements in the sectors of industrialhazardous waste treatment and municipal solid wastetreatment, disposal and comprehensive utilization. As ofthe Reporting Period, the Company had 277 authorizedpatents and enjoyed a leading position among domesticpeers in terms of its overall technological level.

R&D AND INTRODUCTION OF NEWTECHNOLOGY

During the Reporting Period, the Group actively promotedtechnological innovation in line with the development ofnew business. To match the operation of the tin recyclingbusiness and solve the environmental issue in theproduction process, the Group independently researchedand developed the tin hydride denitration technology. TheGroup also developed the techniques for recycling of wasteethyl acetate, which enables it to establish productionfacilities of a scale matching market demand and to recyclewaste ethyl acetate. The Group also commenced the trialproduction project with cleaning agent for the removal ofscaling in the evaporator with the aim of enhancing theproduction efficiency of the MVR evaporator.

5.1. ENVIRONMENTAL PROTECTION BUSINESS

This report will be based on selection of five majorsubsidiaries in the core business to comprehensively reportthe Group’s results of environmental protection efforts andto explain the Group’s significant development in sustainabledevelopment.The Group stresses compliance with laws for operationand strictly abides by the laws and regulations of thestate and regulatory agencies, including the EnvironmentalProtection Law of the People’s Republic of China, theEconomic Promotion Law of the People’s Republic ofChina, National Ecological Environmental ProtectionProgram and Environmental Impact Assessment Law of thePeople’s Republic of China, etc. The Group continues tostrengthen corporate governance and risk prevention controlmechanisms to improve the comprehensive managementsystem and achieve rapid and steady development of theGroup.Therefore, in its existing projects under construction, theGroup strictly follows the environmental assessment reportand the relevant requirements of the approval to constructwastewater and waste gas pollution control facilities. Inrespect of wastewater treatment, wastewater generated ineach process is classified with advanced treatment andsubsequently enters the biochemical treatment system. Afterbeing treated by the membrane, it is discharged to themunicipal sewage treatment plant for qualified discharge.Regarding incineration of flue gas, the Group keeps onexploring new processes and technologies with an aim toeffectively remove or reduce hazardous gases.In order to strictly control business risks and conduct thelawful and safe operation, the Group implements multiplelayers of safety measures: “Three Countermeasures”, “ThreeSimultaneous” and “Three-level Safety Education” (

INDUSTRIAL WASTE TREATMENT ANDRECYCLINGThe Group has various hazardous wastetreatment bases with physical andchemical treatment, biological treatment,incineration heat treatment, safe landfilland other related treatment methods.Through the combination of different technical routes, thecomplex and wide variety of industrial hazardous wastesare recycled, detoxified and finally disposed. The Companypossesses the qualification for 44 categories of hazardouswaste operations among the 46 categories set out inthe National Hazardous Waste List with more than 200types of wastes for treatments, serving more than 26,000customers and eliminating potential pollution hazardsacross the country.The Group’s business development in industrial hazardouswaste treatment and recycling will help promote the UNSustainable Development Goal 12—“Ensure SustainableConsumption and Production Patterns”, which clearlystates that by 2020, the world needs to achieve theenvironmentally sound management of chemicals and allwastes throughout their life cycle, and significantly reducetheir release to air, water and soil in order to minimize theiradverse impacts on human health and the environment.Through the recycling of waste containing heavy metals,the Group’s output of recycled products is more than80,000 tons per year and accumulated energy savingof about 50,000 tons of standard coal which reducesGHG emissions equivalent to the creation of a GDPvalue of RMB450 million, supporting the vision of theUN Sustainable Development Goal 12—“By 2030,substantially reduce waste generation through prevention,reduction, recycling and reuse”.

MUNICIPAL WASTE TREATMENTThe municipal solid waste treatment anddisposal business is an important part of“Building a Beautiful China”. The Groupprovides five solutions for the treatment ofmunicipal waste. For the domestic wastetreatment business, the annual treatment capacity, leachatetreatment capacity and treatment capacity of kitchen wasteis approximately 2 million tons, 360,000 tons and 100,000tons, respectively. For the municipal wastewater treatment,municipal sewage is treated with three-dimensionalecological treatment technology. For the domestic wasteincineration and power generation integrated project inwhich the Company participated, 1,000 tons of domesticwaste can be processed per day theoretically, and theannual on-grid electricity generated exceeds 100 millionkilowatt hours, converting waste into electricity to propelthe urban development.As for the landfill gas power generation business, thereare currently five landfill gas power generation projects,and the Group has invested a total of RMB250 million forthe construction of Xiaping landfill gas power generationproject, Qingdao Xiaojianxi West landfill gas powergeneration project, Shenzhen Laohukeng landfill gaspower generation project, Hefei Longquanshan domesticwaste landfill gas power generation project and NanchangMaiyuan garbage disposal site landfill gas power generationproject. Dongguan Humen Water Co., Ltd.Founded in June 2006 and officially put into operationin October 2009, Dongguan Humen Water Co., Ltd.(hereinafter referred to as “Humen Green”) is currentlya sub-subsidiary of Dongjiang Environmental CompanyLimited. It has two sewage treatment plants, namelyHumen Ningzhou Sewage Treatment Plant Phase I(covering an area of approximately 100,000 square meters)and Humen Haidao Sewage Treatment Plant Phase I(covering an area of approximately 12,000 square meters),which are designated to treat municipal wastewater inHumen Town.Humen Green obtained the franchise to operate NingzhouSewage Treatment Plant and Haidao Sewage TreatmentPlant in Humen Town, with a term of 25 years. It is mainlyresponsible for collecting domestic sewage from theeast of Taiping Waterway in Humen Town and domesticsewage from Weiyuan Island in Humen Town, so thatthe sewage will be purified to meet the quality standardto be discharged into a certain water body or reused. Itprocesses more than 100,000 tons of sewage per day andserves a population of about 850,000.Humen Green processed over 40 million tons of municipalwastewater in 2018 through its two sewage treatmentplants. After being filtered by the coarse grid, the sewageis pumped by the lift pump to the fine grid, and then flowsinto the grit chamber for sedimentation before entering thebiochemical tank. Subsequently, it enters the sedimentationtank for sedimentation, and eventually discharges throughthe UV disinfection channel in compliance with thedischarge standards. The domestic sewage and productionwastewater in the plant area are collected by the internalsewage pipeline network of the plant and then convergedinto the coarse grid to be processed by the treatmentfacilities together with the external municipal sewage beforedischarge. Fully adopting rigorous operating guidelines tocontrol emissions from daily operations, the emissions fromthe two wastewater treatment plants meet the requirementsof the first class-B graded standard of the PollutantsEmission Standards of Urban Sewage Water TreatmentPlant (GB18918-2002) first class B standard, the COD alsomeets the first standard of the second period set forth inthe Emission Limits of Water Pollutants, (DB44/26-2001)Guangdong Province.

GREENHOUSE GAS EMISSIONSINSPECTIONIn order to facilitate the government to fulfil its responsibilityunder the Paris Agreement and to implement importantpolicies such as the National Policies and Actions forAddressing Climate Change (2014–2020), the Groupsincerely hopes to ease global warming. We conductedGHG emissions inspection for the headquarters officebuilding and five major subsidiaries according to theGreenhouse Gas Protocol developed by World ResourcesInstitute and the World Business Council for SustainableDevelopment and ISO14064–1 established by InternationalOrganization for Standardization.After the inspection, GHG emissions of the Group can becategorized into direct emissions (Scope 1) and indirectemissions (Scope 2 and Scope 3). The GHG emissionsin each scope are derived from the fuel consumptionof the Company, the fuel consumed by the vehicles ofthe Company (Scope 1), electricity consumption duringoperation (Scope 2), waste landfill and paper consumption(Scope 3), etc. The summary of GHG emissions for the yearis set out in Appendix I: Sustainability Data Statements.The Group actively invests resources and strives toimplement emission reduction measures in its corebusiness. The Group successfully reduced GHG emissionsby 3,549.41 tons in 2018, and its emissions intensitydecreased by 17.38% as compared with 2017, which isthe result reached by common effort of the Group toundertake corporate social responsibilities. This reportdiscloses the carbon emissions at the group level of theGroup. The scope of disclosure included the headquartersoffice building and the major subsidiaries of the four corebusinesses to reflect the carbon reduction effort of theGroup in various businesses.

LOW CARBON OPERATIONThe Group adheres to the target of “A World withoutWaste” and actively improves the processing proceduresof each plant in order to integrate energy conservation andemission reduction into waste disposal. Therefore, majorsubsidiaries of the Group continued to promote low carbonproduction procedures in the aspects such as alternativematerials, equipment improvement, production processesimprovement, waste recycling and employee managementin order to reduce carbon emissions together with the restof the world.Other than core businesses, the Group attachesimportance to the participation of all employees. TheGroup continues to launch new carbon reduction activitiesat the office level with an aim that every employee cancommit themselves to energy conservation and emissionsreduction. During the Reporting Year, the Group furtheroptimized the standard of business reception and diningand changed the traditional reception of group serving tobuffet, which greatly reduced the dining time, restaurantcost and food waste, and significantly reduced the amountof food waste.During the Reporting Period, the Group has also fullyimplemented the company vehicles reform of theheadquarters and the actual holding companies andachieved satisfying results. While maintaining the basicneeds of the headquarters and various departmentsfor daily operation and administrative receptions, theheadquarters achieved expenses saving rate of 30%from vehicles reform. The whole Group has cancelled45 company vehicles in order to lay the first step ofpromoting green travelling. Based on the experience fromand result of vehicles reform for the year, the Groupissued the Company Vehicles Management System andthe Administrative Vehicles Management Requirements toestablish measures taken as a system so as to achieverefined and standardized management for the companyvehicles.

RECRUITMENT MANAGEMENT SYSTEMIn order to enhance transparency, we established the“Recruitment Management System” ()to collect request information on personnel from variousdepartments. The Group recruits employees throughrecruitment websites, recruiters, internal referrals and jobfairs. The human resources department will strictly reviewthe qualifications and actual age of the candidates duringthe recruitment process to prevent child labor. The humanresources department conducts a uniform screeningprocess and adheres to the principle of “Fairness,Justice, and Openness” during the assessment process.The educational background, work experience, trainingexperience, skills, etc. of the candidates will be consideredand all candidates have equal opportunities regardless ofgender, age, nationality and ethnicity.

The Group strictly implements the labor contract systemand ensures that all employees sign the contract withclear understanding of their job duties and on an equaland voluntary basis. The Group prohibits employmentdiscrimination and forced labor and adopts a zero-toleranceattitude towards any form of discrimination or harassment.The Group is committed to building a good workingatmosphere in the workplace and clearly guaranteeingemployees’ right to terminate labor contracts freely. Duringthe Reporting Period, the Group did not have any violationsin relation to discrimination, employment of child labor orforced labor.

WORKING HOURSThe Group arranges the working hours of employees inaccordance with the requirements of the Labor Law ofthe People’s Republic of China. The headquarters of theCompany adopts a five-day work week system with 8working hours a day. Due to the differences in the nature ofproduction and operation as well as the work requirementsof each department, each department can adjust theworking time according to the actual circumstances incompliance with laws and regulations. If employees need towork overtime due to their duties, we will arrange overtimecompensation or compensation leaves for the employeesaccording to the overtime declaration and compensationregulations.

REMUNERATION AND BENEFITSThe Group established the “Remuneration and BenefitsManagement System” () which setsout the standards, policies and systems for compensationand benefits. Salary distribution is based on position’svalue, capability and performance. Salary is payable toemployees according to their responsibilities, personalcapabilities and contributions to the Company. Thehuman resources department regularly updates thebenefit items and compensation policies to ensure thatthe compensation is set at an appropriate level. Inaccordance with the national statutory requirements, theGroup provides to employees with five insurances and onefund, including endowment insurance, medical insurance,unemployment insurance, maternity insurance, work-relatedinjury insurance and housing provident fund.According to the Labor Law of the People’s Republicof China, employees enjoy annual leaves and statutoryholidays as required by the national law and enjoy paidleaves such as marriage leave, bereavement leave,maternity leave, family planning leave and annual leave.In addition, the Group provides employee benefits that ismore favorable than the minimum requirements of the lawand provides meal allowances, summer high-temperaturesubsidies, birthdays and holiday benefits, etc. The Groupalso provides accidental commercial insurance coveragefor employees according to different levels and nature ofposition.In order to further enhance staff morale, the Group willreform the remuneration management system and establisha reasonable incentive mechanism. Under the requirementsof the remuneration management of state-ownedholding companies, the management mechanism of totalremuneration of business units will be modified, the totalremuneration management will be implemented in relativelystable enterprises, the efficiency database for eachbusiness units (incineration, recycling, landfill, physical andchemical treatment, etc.) will be established and a modelthat links operating efficiency to total remuneration andemployee income will be built so as to improve employeeincome by improving efficiency and effectiveness.

SYSTEM FOR PERFORMANCE ASSESSMENTSDuring the year, the Group further standardized andimproved its performance assessment mechanism topromote “Creating Value for Customers”, “Cooperatingwith Each Other”, “Differentiated Management” and“Advocating Synergy”. The “Performance AssessmentSystem” () established by the Groupmotivates employees to focus on the Group’s businessobjectives and demonstrate their strengths accordingto the Company’s strategic direction. With the annual,semi-annual, monthly/quarterly periodic assessmentsof employee performance, the employees arecomprehensively evaluated in three aspects, namelywork performance, learning and development and workattitude, thereby objectively and comprehensively reflectingthe performance of the examinees and fairness of theassessment. The results of performance assessment shallbe the basis for the employees’ year-end award, salaryadjustment and promotion and also one of the basis forimproving human resource management.

In 2018, the Group successfully accomplished the safetyand environmental protection operation targets of zeromajor injuries and zero major environmental pollutionaccidents, in order to demonstrate the legal compliance ofthe state-owned holding company. Compliance operationsis an important part of the Group’s management system toensure that employees and different individuals involved inthe process are well protected. In this regard, the Grouphas established a comprehensive operating system toprevent and resolve major risks.Since establishment, the Group has been committed toestablishing a high quality operating system. In 2013, theGroup passed the certification of Occupational HealthAssessment Series (OHSAS18001) and EnvironmentalManagement System (ISO14001). In August 2018, theCompany passed the revised certification. The Group attaches great importance to the fouradministrative penalties of more than RMB100,000 imposedon certain subsidiaries by environmental protectiondepartments during the Reporting Period. The Groupimmediately conducted self-inspection and adoptedcorresponding corrective measures. The Group alsoformulated various relevant regulations and systems, andrequired strict implementation and active rectification. Inaddition, the subsidiaries also held special training sessionsto improve the operation of front-line personnel andrequired warehouse management personnel to operate instrict compliance with the standards.

7.1. SAFETY MANAGEMENT SYSTEM

In order to ensure the project safety standards and meetthe requirements of laws and regulations such as theProduction Safety Law of the People’s Republic of Chinaand Environmental Protection Law of the People’s Republicof China. In addition to management policies, the Groupalso improved its safety management system in termsof personnel establishment. The Group established asafety environment management committee. The Groupalso established a safety management and environmentalprotection system consisting of the person in-charge of theoperation bases, safety and environmental managementdepartment, department head and department safety andenvironmental personnel. The general manager of eachoperation base acts as the responsible person of the safetyand environmental management of an operation baseand is fully responsible for the safety management andenvironmental protection of the base as well as supervisionand inspection of the safety and environmental status ofthe base.

Standard Operation

During the Reporting Period, the Group strictlyimplemented the “Three Simultaneous” environmentalprotection system for all new construction projects,the hazardous waste business license system and themanagement method for hazardous waste transfer.Each hazardous waste business unit had obtained the“Hazardous Waste Business License” issued by the localprovincial environmental protection department and carriedout business activities in compliance with the approvedrequirements.

As for existing projects, the Group conducts “AnnualInspection—Objective” each year. Each departmentcompletes a survey for the identification of hazardsources, environmental factor identification and evaluationand confirming control measures. In order to updatethe lists of important environmental factors and majorhazard sources in a timely manner, each departmentwill formulate management solutions and operationalmanagement measures based on the checklist of importantenvironmental factors and major hazard sources.After completion of the survey, the Group formulatesenvironmental and occupational health and safetyobjectives and standard at the end of the year to fulfillthe requirements of environmental and occupational healthand safety guidelines, including pollution prevention,injury prevention and disease prevention, compliance withlegal and regulatory requirements and commitment tocontinuous improvement for the next year. In the event ofan emergency or incident, each unit will carry out controlmeasures in accordance with the “Emergency ResponseManagement Program” ().The Group will regularly check and evaluate theimplementation of the objectives, targets and managementplans of each department. The Group will also take timelymeasures on the problems found or make necessaryadjustments to ensure that the objectives and managementplans are implemented as scheduled. The results of theassessment are reported for record, so that safety canbe put into practice in the entire business. During theReporting Period, the Group did not have any work-relateddeath.

The sustainable development of the Group also dependson complete supplier management. According to theBidding Law of the People’s Republic of China and theRegulation on the Implementation of the Bidding Law of thePeople’s Republic of China, the Group has formulated the“Procurement Management System” (),“Centralized Procurement Management Regulations” (

) and “Contract Evaluation ManagementProgram” () to ensure the standardof suppliers. In order to strengthen the management ofprocurement operation scattered throughout the country,prevent various drawbacks in the procurement processand enhance the efforts in anti-corruption, the Group hasestablished a standardized supplier list to fully record thesuppliers’ quality, record of goods supplied and evaluationreports, and stipulated the procedures of approval forprocurement.In the supplier selection process, in addition to assessingfactors such as the quality of products and servicesprovided by potential suppliers, goodwill, cost, etc., theGroup will also include corporate governance, laborconditions, ethics and environmental standards into theassessment. The Group selects and assesses socialresponsibility according to the operating rules of externalsuppliers so as to simultaneously enhance the socialresponsibility and awareness of our suppliers and achieve asustainable supply chain with our suppliers by joint efforts.For new process technologies, complex processtechnologies or large-scale project construction projects,relevant departments or technical departments shallprovide new suppliers that can fulfill the technicalprocess requirements. The procurement department shallorganize inspection and review as required. For large-scale procurement projects, the Group will conduct on-siteinspection for the newly developed suppliers and relevantdepartments including procurement, technology, process,equipment, workshop and finance will participate together.

7.3. ANTI-CORRUPTION

The Group pursues anti-corruption and strictly abides bythe relevant laws and regulations of the jurisdictions of theGroup, which include the Anti-Money Laundering Law ofthe People’s Republic of China, the Anti-Money Launderingand Counter-Terrorist Financing (Amendment) Ordinanceof Hong Kong and relevant laws and regulations on anti-corruption and bribery. The Group has formulated the“Anti-corruption Management System” () and established corresponding reporting proceduresand monitoring measures to provide reporting channels foremployees of the Company and related external partiesand keep the identity of the reporter strictly confidential.Improper behavior or violations will be investigated anddealt with according to the laws. During the Year, the Groupdid not involve in any major incidents of corruption, bribery,fraud and money laundering.

7.4. SECURING THE INFORMATION SECURITY

The Group strictly abides by relevant laws and regulationsregarding information security and privacy protectionincluding the Administrative Measures for the SecurityProtection of Computer Information Networks Linked tothe Internet. The Group has formulated and implementedthe “IT Security Management Regulations” (IT

) to strengthen the security and confidentialitymanagement of computers and information systems of theCompany (including confidential information systems andnon-confidential information systems) to ensure the securityof business data and business information of the Company.

The Group also strictly regulates the management ofvarious data usage processes to ensure informationsecurity. The Group has formulated the “InformationExchange Management Procedures” (),which stipulates the collection of customer information,the purpose of using customer information, the disclosurerestrictions of customer information and the storagemethod of customer information as well as the internalcommunication arrangements to prevent informationleakage and protect information and privacy of customercomprehensively.The information management department providesinformation security operation and maintenance supportservices to the Group. Effective security measures weretaken in various stages from construction of informationtechnology projects, system service support, datacenter operation and maintenance management, andthe installation and setup of employee desktop systems.Protection and management are carried out by levels,categories and ranks.

7.5. RESPECT THE INTELLECTUAL PROPERTY

RIGHTSThe Group strictly abides by the Patent Law of thePeople’s Republic of China, Trademark Law of the People’sRepublic of China and relevant laws and regulations toprotect the legal rights such as the intellectual propertyrights of the Group and related rights holders. The serversand installation of desktop terminal operating systemand application service software of the Group are alsostrictly controlled and prohibited the illegal use of third-party intellectual property rights. Furthermore, suppliers orcustomers are required to protect the legal rights of theGroup or related rights holders in accordance with the law.Between cooperation with relevant suppliers, they shallensure that all technologies submitted and developmentachievements shall not infringe any legal rights such aslegal patent rights, trademark rights and copyrights of anythird party. In the event of violation by a supplier, the Groupwill consider suspending cooperation.

In 2018, the Group focused on connecting with theneighborhood communities and neighborhood primaryschools to jointly create an “Environmental EducationClassroom”, which fulfils the social responsibility ofstate-owned environmental protection enterprise andreflects the importance of environmental educationto the younger generation. Throughout the year, theClassroom received a total of 500 teachers and studentsfrom 12 classes of Songping No.2 Primary School andexplained environmental protection knowledge with ahope to establish connection between the Group and thecommunity.

8.2. EMERGENCY RESCUE OPERATION

The Group is an environmental emergency rescue experttrusted by the government and enterprises and hasestablished a number of environmental rescue teamsthroughout the country. The Group participated in variousrescue cases and handled major environmental incidentsin the local provinces and municipalities, including casesof pollution and spill incidents. In 2018, by strengtheningthe construction of emergency teams such as BaoanDongjiang, Longgang Dongjiang, Huizhou Dongjiang,Jiangmen Dongjiang and Zhuhai Yongxingsheng, the Groupparticipated in approximately 375 environmental emergencyrescue cases and disposed approximately 1,465 tonsof waste for Zhuhai Xiangzhou Environmental ProtectionBureau, Zhuhai Doumen Environmental Protection Bureau,Zhuhai Environmental Protection Bureau, DongguanEnvironmental Protection Bureau, Huizhou ZhongkaiEnvironmental Protection Branch Bureau, ShenzhenLonggang Environmental Protection and Water Bureau,Shenzhen Longhua New District Environmental ProtectionBureau, Shenzhen Pingshan New District EnvironmentalProtection Bureau, Shenzhen Baoan EnvironmentalProtection and Water Bureau, Shenzhen Nanshan SafetySupervision Bureau, Shenzhen Baoan Safety SupervisionBureau and other units.
