首先,我代表西部创业董事会,诚挚地感谢您对公司可持续发展的关心和支持!这是一个富有挑战的时代。过去一年,全球经济的下行,气候变化的挑战,“黑天鹅”“灰犀牛”现象的常态化,加剧了环境、社会和经济发展的各种风险。企业如何更好地生存发展以及践行自身的社会责任,是非常具有挑战性的事情,这也让我们深刻意识到必须为可持续发展采取切实而有效的行动。为让社会各界充分了解我们在环境、社会、公司治理等领域的实践和绩效,公司于今年发布首份环境、社会责任和公司治理报告,旨在与利益相关方有效沟通,系统性地回应各方关注与期望,升级公司治理体系,引领社会价值创造和可持续发展。过去一年,我们聚焦治理提升、公益环保、科技创新、合作共赢、平安生产、人文关怀、乡村振兴等,奋力推进高质量发展,与股东、员工、行为伙伴共同努力共享成果;我们积极响应“碳达峰、碳中和”号召,制定并落实各项减排策略,努力推动低碳经济转型;我们积极应变求变,推动改革创新,重构产业竞争力,蓄能未来发展。过去一年,我们统筹安全和发展,攻坚克难、锐意进取,科学决策、规范运行,多拉快跑、挖潜增效,扎实推动项目建设、能源保供、提质增效、改革发展等工作,经受住了史上最长封站时间和最大保供压力考验,用使命担当守护红色铁路,用拼搏奉献保障能源供应,坚定不移、全力以赴推动高质量发展,以一场

公司铁路运输业务的服务对象为宁夏宁东能源化工基地内的大型煤矿、化工和电力企业等,运营里程300公里,总延展长581公里,基本形成具备3大外运出口(上海庙、大坝、梅花井)的“半环形”铁路网,担负着宁东能源化工基地煤炭、油品、化工物资等工业原料和产品的运输重任。2022年实现铁路运量6,748万吨,较2021年增长

2016年2月1日,公司完成与宁夏宁东铁路有限公司的重大资产重组,主营业务由“酿酒葡萄的种植、加工和销售以及葡萄酒的生产和销售”变更为“铁路运输、仓储物流、葡萄酒和酒店餐饮”。
一、完成重大资产重组
公司大事记
2016年重大资产重组上市以来,公司以习近平新时代中国特色社会主义思想为指导,以高质量发展为主题,坚持改革创新、开拓进取、稳中求进的工作总基调,聚焦主责主业不偏离,深化内部改革不动摇,牢牢稳住效益增长“基本盘”,坚决守住保供保运“生命线”,业务结构显著优化、盈利能力持续增强、治理能力不断提升,主要经济指标位列区属国有企业前列,高质量发展根基不断夯实,“稳保促”能力不断增强,在改革发展中体现了更大担当、实现了更大作为。
为适应多元化发展战略,突出地域特点,经2016年5月17日召开的2015年度股东大会审议通过,公司名称由“广夏(银川)实业股份有限公司”变更为“宁夏西部创业实业股份有限公司”,简称由“银广夏”变更为“西部创业”。经深圳证券交易所核准,证券简称自2016年5月26日起变更为“西部创业”。
二、变更名称、证券简称
经2016年9月5日召开的2016年第二次临时股东大会、第八届董事会第一次会议、第八届监事会第一次会议审议通过,第八届董事会、监事会的换届选举和经理层聘任工作顺利完成。
三、完成第八届董监高换届
因筹划发行股份及支付现金购买唐山境界实业有限公司不低于51%的股权并募集配套资金,公司股票于2017年5月2日开市起停牌。因未能就交易标的资产估值、换股方案等核心条款达成一致,相关各方决定终止筹划,公司股票于2017年9月11日开市起复牌。
四、筹划重大资产重组
公司控股股东宁夏国有资本运营集团有限责任公司与股东国家能源集团宁夏煤业有限责任公司筹划控制权变更事宜,公司股票自2017年11月28日开市起停牌。后因相关方案不成熟终止筹划,公司股票于2018年1月22日开市起复牌。

公司2016年、2017年、2018年连续三年经审计归属于母公司所有者的净利润与10亿元业绩承诺目标相差较大,根据公司与前五大股东签署的《盈利承诺补偿协议》,前五大股东业绩承诺于2019年5月24日全部履行完毕。
六、股东业绩承诺履行完毕
经2019年11月15日召开的2019年第二次临时股东大会、第九届董事会第一次会议(临时会议)、第九届监事会第一次会议(临时会议)审议通过,第九届董事会、监事会的换届选举和经理层聘任工作顺利完成。
七、完成第九届董监高换届
经2020年4月28日召开的公司第九届董事会第四次会议审议通过,公司以自有资金3,000万元投资设立全资子公司宁夏西创运通供应链有限公司。2022年11月28日,公司第九届董事会第二十三次会议(临时会议)同意将宁夏西创运通供应链有限公司注册资本由3,000万元增至10,000万元。

经2021年6月29日第九届董事会第十二次会议(临时会议)审议通过,公司全资子公司广夏(银川)贺兰山葡萄酒庄有限公司对广夏(银川)贺兰山葡萄酒销售有限公司和宁夏世纪大饭店有限公司进行吸收合并。广夏(银川)贺兰山葡萄酒销售有限公司和宁夏世纪大饭店有限公司已依法注销,自2021年9月1日起不再纳入公司合并报表范围。

经公司2022年6月29日召开的第九届董事会第十九次会议(临时会议)审议通过,公司全资子公司宁夏宁东铁路有限公司计划实施电气化改造工程项目。2022年9月30日,“宁东铁路电气化改造及电力贯通线工程项目”获得宁夏回族自治区发展和改革委员会核准批复,工程项目投资估算由11.99亿元增加至14.865亿元。
十、实施宁东铁路电气化改造工程项目
公司控股股东宁夏国有资本运营集团有限责任公司与股东国家能源集团宁夏煤业有限责任公司于2022年9月2日签署《股份转让协议》,宁国运将其持有的公司179,146,635股股份协议转让给国家能源集团宁夏煤业有限责任公司。2022年10月24日,双方在中国证券登记结算有限责任公司深圳分公司完成过户登记手续,股份转让计划实施完毕。

2022年公司召开年度股东大会1次、临时股东大会1次。股东大会均采用现场表决与网络投票相结合的方式召开,充分考虑召开时间、地点和方式,所有审议事项提前对外披露,为股东特别是中小股东参会提供便利,提案审议时为股东发言、提问以及与董事、监事、高级管理人员交流提供必要的时间,决议中单独披露中小股东表决情况,提高中小股东的参与度。

公司监事会由5名监事组成,设监事会主席1名,其中股东代表监事3名,职工监事2名。监事会行使对公司董事会和高级管理人员的监督权,保障股东和公司利益不受侵犯。2022年,公司共召开监事会5次,审议通过提案13项。

2022年12月15日,西部创业2022年第一次临时股东大会圆满完成各项议程后胜利闭幕。公司股东、股东代理人和公司第九届董事、监事、董事会秘书出席会议,公司第十届董事候选人、监事候选人及高管候选人列席会议。会议由公司第九届董事会董事长何旭东主持。本次股东大会以现场表决和网络投票相结合的方式审议通过了《关于修改〈公司章程〉的提案》《关于换届选举非独立董事的提案》《关于换届选举独立董事的提案》《关于换届选举股东代表监事的提案》等7项提案。为保证董事会、监事会工作的顺利开展,公司于同日以现场和通讯相结合方式召开第十届董事会第一次会议(临时会议)及第十届监事会第一次会议(临时会议),选举产生了第十届董事会董事长、董事会专门委员会委员及第十届监事会主席,并聘任新一届高级管理人员和证券事务代表。

为庆祝中国共产主义青年团成立100周年和铁路公司成立30周年,进一步引导全体团员青年坚定理想信念、勇担青春使命,6月28日上午,宁东铁路公司团委在古窑子生产基地组织开展“勇毅笃行三十年·同心喜迎二十大”演讲比赛,来自车务段、机辆段、工电段团支部及职能部门共16组选手参加了比赛。

公司将依法合规作为经营管理的前提和基础,严格遵守法律法规和管理规定,建设法治国企,强化风险管控,公平参与市场竞争,树立诚信企业形象。
公司始终将合规管理融入改革发展全过程,通过建立工作机制、强化制度建设、完善运行机制、压实管理责任,制定下发《合规管理实施方案》,将合法合规性审查和重大风险评估作为重大决策事项前置程序,充分发挥总法律顾问、法务部门、外聘法律顾问专业审核把关作用,严格履行审核程序。定期开展法律风险排查,从合同履行、债权债务清收、诉讼(仲裁)、劳动用工、制度执行等方面逐项排查,对发现问题督促整改落实,切实发挥风险防范职能,法治能力持续增强,合规经营水平显著提升。
严格按照深交所监管要求,确保各项工作合法合规、无遗漏、无失误。公司董监高身份信息及所持股份数据管理清晰有序,未出现董监高违规买卖公司股票行为。董监高个人信息网上申报细致完整,共完成董监高信息填报22人次。全年开展法律风险排查2次,专项排查1次,修订编制常用合同(协议)范本23份,修订制度6个,审核合同403份,合同审核实现了全覆盖。认真组织专业知识培训,督促董监高和控股股东参加必要培训,持续宣贯监管法规及政策要求,全年共组织董监高培训16次、部门培训23次、普法宣传10次,向上级部门报送法治及合规总结11份。

一、员工基本情况
公司坚持“发展依靠职工、发展成果与职工共享”的理念,切实维护全体员工利益,着力改善员工工作和生活条件,让每一个人都感受到温暖,激发广大员工建设西创、发展西创的磅礴力量。
截至2022年底,公司共有员工1,092人。员工招聘与录用、劳动关系的建立与解除、员工的调配与退出等严格遵守《劳动法》《劳动合同法》等相关法律法规和自治区有关规定,不存在违法雇佣童工或强制劳动的情形。公司依法依规为全体员工缴纳“五险一金”,覆盖率100%,建立企业年金、补充医疗保险制度,依法保护员工隐私,员工享有健康体检、防暑降温、冬季采暖费等福利待遇。

三、薪酬考核
公司制定并持续修改完善《员工管理办法》《薪酬管理办法》《员工奖惩管理办法》等系列制度,实行以岗位为基础,与贡献、绩效和企业效益挂钩的差异化薪酬制度,按岗变薪变动态管理,员工薪酬包括:固定薪酬、浮动薪酬、津贴补贴、保险福利等。2022年,通过制定竞聘工作方案,组织开展总部全员工作写实和岗位调研,完成部门职能和岗位优化,修订岗位说明书,开展竞聘,进一步优化岗位人员配置,顺利完成三项制度改革过渡,真正实现“能上能下”。总部“三项制度”改革和宁东铁路“积分制”案例被国务院国资委和自治区国资委推广。

公司制定并下发《员工考勤管理办法》,维护员工合法权益。根据工作需要或岗位实际,实行标准工时工作制、综合计算工时工作制和不定时工作制。员工依法享受国家和自治区规定的假期,按规定享有年休假、病假、事假、婚假、丧假、产假、探亲假、工伤假、育儿假、子女护理假等假期。每年人均带薪年休假天数10.56天,2022年员工带薪年休假总天数11,616天。

五、队伍建设
公司根据公司“十四五”发展规划,着眼经营管理人才队伍建设需要,开展人才盘点,进一步完善人才队伍建设规划。安排年轻优秀人员开展跨单位、跨部门、跨专业挂职锻炼和交流学习。通过“双一流”高校网络招聘、高校毕业生就业国企专场招聘会、社会化选调、自治区“源泉行动”等方式,不断拓宽招聘渠道,管理人员队伍年龄结构、专业结构进一步优化。2022年,吸纳就业6人,全部签订劳动合同;离职7人。

2022年公司培训工作以党员干部政治理论教育、管理人员能力素质教育、操作人员专业技术培训为重点,按照总部专题培训和子公司日常培训两大板块,坚持各负其责、分级培训的要求,采取线上线下结合的方式,组织开展各类培训。

2022年11月2日,宁东铁路公司机辆段车辆运用车间古窑子综合检修所被中华全国总工会、应急管理部、国家卫生健康委员会评为2020—2021年度全国“安康杯”竞赛活动优胜班组。全国“安康杯”竞赛活动始于1999年,已成为我国安全生产和职业健康工作的重要组成部分。竞赛活动以预防生产安全事故和控制职业病危害为重点,旨在把班组打造成为安全生产和职业健康稳固的第一道防线,切实维护职工生命安全与健康权益。近年来,公司持续参加“安康杯”竞赛活动,全面提升职工的安全生产意识,不断推进公司安全体系搭建。2021年,公司紧紧围绕“强意识,查隐患,促发展,保竞赛”主题,以安全生产365天为目标,坚持关口前移,确保安全生产管理工作稳步推进的同时,依法维护职工的劳动安全和职业卫生健康权益。活动开展以来,古窑子综合检修所结合实际,提出了“让标准成为习惯”的竞赛活动目标,制定竞赛活动计划,坚持开展“一月一亮星”和“一季一评比”活动,持续开展“实作演练周”练兵活动,积极组织开展快速修、应急故障处理等实做演练。2021年度,该班组三次斩获车间“季度文明班组”荣誉称号,在车间组织的技能对抗赛中,参与率达到100%,累计五次获得团体第一名,全年应急23次,整改各类安全隐患40余项,在班组人员共同努力下,未发生过一般D类及以上事故。该荣誉的获得,既是对班组安全生产工作的肯定,也是对今后工作的鞭策和激励。下一步,公司将巩固深化“安康杯”竞赛活动成果,落实全员安全生产责任,再接再厉、砥砺前行,立足新起点,创造新佳绩。

八、职业健康
公司贯彻落实《职业病防治法》《安全生产法》《职业健康检查管理办法》等职业卫生的法律、法规、规章和标准,针对生产设备、作业方式、作业过程中职业病危害因素及防护措施、职业健康监护、应急救援设施等情况,定期开展职业病危害现状评价。成立职业健康管理领导小组,建立员工职业健康监护档案,统一配发个人防护用品,完善职业卫生管理和职业健康监护,职业病防护设施设置合理有效,应急救援设施、辅助用室等符合国家职业卫生标准要求,自投产运行以来,未发生职业病危害事故。组员员工参与劳动人身安全知识培训、心理健康、职业健康培训。与宁夏残联、自治区总工会、银川市心理师协会等合作,积极为有需要的员工提供心理咨询与疏导。
为抓好全员培训“必修课”,使培训工作更加贴近现场、达到实效。车务段拍摄录制视频课程,讲解规范操作、设备使用、安全生产等方面的内容,丰富了培训手段,开拓了培训思路,灵活了培训方式,以“影”带学,以“影”促学,以“影”强学。已经完成制作的3期标准化视频文件,得到了广大职工的好评和赞许。通过视频讲解说明,安全操作标准更加统一规范,达到了增强培训效果的目的,规范了职工长期以来的不安全行为,解决了操作标准参差不齐的问题,为车务段标准化建设夯实了基础。

为提高防范电信网络诈骗意识,保障公司及个人财产安全,2022年5月11日下午,公司开展“全民反诈你我同行”防范电信网络诈骗主题教育活动,邀请自治区反电信网络诈骗中心杨顺主任作专题讲座。杨顺主任以电信网络诈骗的定义为契入点,从电信网络诈骗的发展过程、目前的形势特点、打击难度、常见诈骗形式以及如何识别防范电信网络诈骗等五个方面展开培训。通过列举鲜活生动的案例,深刻剖析了上当受骗的原因,揭露了诈骗分子常见的作案手段,传授了“六不”“三问”的防范对策,即不轻信、不透露、不转账、不随意点击链接、不接听转接电话;遇到类似诈骗信息时,应主动问警察、问银行、问当事人。此次专题讲座内容丰富、语言通俗幽默、讲解生动,参会人员印象深刻。参会人员非封闭式,今后自己不但要增强防骗反诈意识、学习防骗知识,而且还要帮助周边同事、亲朋好友辨识骗局,提高防范意识,形成全民反诈的良好氛围。

九、工会建设
公司始终践行“以人民为中心的发展思想”,2022年组织开展“冬送温暖、夏送清凉”活动、女性健康知识讲座、踏青赏花、茶艺讲座等活动。发放困难补助金1.8万元、新婚和生育祝福金1.3万元、生病职工慰问金0.8万元、丧葬慰问金1.6万元,为20名职工办理医疗互助线上报销4.5万余元,为1名职工办理应急救助金2.0万元,为1,119名职工办理职工体检。

隆冬透寒意,慰问暖人心。在公司党委的领导下,公司工会组织开展困难职工慰问活动,为困难职工送去工会的关心和温暖。公司工会按照自治区国资委党委和公司党委部署要求,深入调研,积极摸排,为困难职工申请帮扶资金。经过对1100余名职工摸底排查,共筛选出11名因重大疾病、突发灾祸而致困的职工,并发放慰问金2.2万元,将“娘家人”的温暖送到职工的心坎上。为做好困难职工帮扶工作,公司工会制定困难职工慰问、职工医疗互助等帮扶机制,定期不定期走访、联系困难职工,以谈心聊天“话家常”的方式了解职工存在的困难和诉求,鼓励他们调整好心态,保持乐观向上的精神状态和生活态度,帮助解决实际问题。冬再冷,心也暖。此次慰问活动,让困难职工感受到了公司党委的关心关怀,拉近了工会与职工之间的距离,让他们在感受到组织温暖和关爱的同时,树立起乐观面对困境和克服困难的信心。下一步,公司将坚持党建带群建,通过党对群团工作的统一领导,带领工会组织更好地发挥桥梁纽带作用,把责任扛在肩上,一如既往的为职工办好事、办实事、解难事,带着真情、带着温度、带着关爱扎实做好做实困难职工帮扶工作,真正成为广大职工的“娘家人”“贴心人”和“暖心人”。

公司按照年度经营计划制定资源使用规模,在日常生产经营中,定期统计使用情况,严格落实排放监测和数据收集。持续优化运输组织,加强机车能耗指标考核,2020-2022年在计费货物周转量逐年增加的情况下,单位能耗由6.52吨/百万吨公里下降至6.44吨/百万吨公里。

二、环境保护
公司主动服务国家生态文明建设战略,聚焦重点区域、薄弱环节,强化环保动态检查考核,全力构建快捷高效、智能绿色、安全可靠的物流供给新格局。强化现场监督指导,在施工设计阶段充分考虑环境与生态保护,铁路沿线生态环境质量得到提升。积极推动铁路运输与公路运输深度融合、优势互补,加快多式联运平台建设,大力发展集装箱运输,推动上下游产业链协同,提高综合运输效率,降低物流成本,减少环境污染。2022年,启动宁东铁路电气化改造及电力贯通线工程项目,旨在提升铁路技术装备水平,推进铁路能源清洁化、绿色低碳化发展。

2022年11月25日上午,自治区“六个一百”重大项目宁东铁路电气化改造项目在宁东能源化工基地如期破土开工。宁东铁路是宁夏自筹资金、自行修建的第一条地方性铁路,主要担负着宁东基地煤炭、油品、化工物资等工业原料和产品的运输重任,此次开工电气化改造项目估算总投资约14.87亿元,主要包括对宁东铁路244.4公里正线及支线、古窑子站等27座车站进行电气化和电力贯通线建设,建设4座牵引变电所等。项目建设完成后,将每年减少碳排放约16000吨标准煤,显著降低油改电运营成本,进一步促进清洁能源开发、保护沿线生态环境。
宁东铁路公司副总经理、宁东铁路电气化建设项目部部长秦威:“该项目的实施,将有效地提升宁东铁路运输组织能力,提升铁路装备水平,为实现铁路互联互通和直达运输创造条件,能够形成绿色低碳、高效便捷的现代交通网络。”
下一步,施工部门将在保证既有铁路正常运输秩序的前提下,采取分阶段、分区域的方式施工,确保生产运输和改造工程“两不误”,确保项目早建成早运营,为宁夏能源保供和经济高质量发展奠定基础。

三、节能降耗
公司扎实推进“双增双节”活动,积极开展机车节油攻关,加大机车燃油成本控制。进行无缝线路换铺,降低行车振动及噪声,减少机车车辆及线路维修费用。在日常办公中,厉行勤俭节约反对铺张浪费,提倡无纸化办公,鼓励双面打印,减少纸张使用量。沿线站点食堂燃气改电,逐步开展古窑子及沿线站点办公楼外墙保温施工,职工食堂、公寓产生的垃圾交由专业机构统一收运处理。2022年,宁夏宁东铁路有限公司合理回收降水,再次循环利用,节约绿化用水,生产生活用水量逐年降低;合理调节供暖温度,控制非工作日办公楼及公寓供暖温度,外购天然气及外购热力降低,能源成本相应减少。

金秋十月,宁东基地的绿荫已经开始稀疏,但奋斗者的激情仍在澎湃。一列长轨列车缓缓在塞上戈壁穿越,给秋天增添了别样的生机与活力。连日来,面对前所未有的挑战,宁东铁路公司控好安全“警戒线”,拉快施工“进度条”,提前进入“战备”状态,打响“奋战一百天、冲刺跨越年”大会战,在保证安全生产的前提下加快重点项目施工进度,2022年10月12日,梅园至红梁子段换铺无缝线路项目卸长轨作业圆满完成。宁东铁路梅园至红梁子段换铺无缝线路工程项目是公司今年年度计划确定的重点项目,本次更换完后无缝线路总长达到154.121公里,占管内正线的
44.7%,为后续大运量到来奠定坚实基础。

2022年2月16日,宁东铁路公司用车申请、财务报销、物资领用等10项日常工作流程全部实现网上运行,大力推行推进无纸化办公,使工作流程、进度跟进一目了然,减少信息传递中的阻塞、延误、失真等现象,有效提升办公效率和质量,降低成本支出,增强办公快捷高效性、资源使用合理性,推动办公模式标准化、资源配置最优化,积极助力公司开启高质量发展新阶段。

四、废物处理
公司全力推进区内粉煤灰资源化外运,推动工业固废综合利用。对铁路运输环节产生的废机油、废蓄电池、废油桶按照国家关于危险废物管理的规定,委托有资质的单位进行处理。报废车辆、钢轨等废旧物资,委托有处理能力的企业进行回收处置,提高废物回收和综合利用效率。
2022年5月2日15点54分,56组满载粉煤灰的集装箱列车从宁东铁路鸭子荡站发出,一周后到达成都青龙场站,转送至客户单位,用于建筑材料生产,此举为宁东基地产业绿色转型提供解决方案。为做好粉煤灰资源化外运业务,推进工业固废综合利用,宁东铁路公司抢抓川渝地区火电装机容量小,国家重点工程和城市建设粉煤灰需求大的有利契机,与上下游客户紧密对接,制定推进计划和运输组织办法,密切联劳协作,做到车辆快取快送,确保粉煤灰在旺季到来之时能大批量投放市场。目前,宁东基地年产工业固废近2,000万吨,处置方式以填埋处理为主,综合利用率远低于全国平均水平,且不利于生态环境保护。“十四五”期间,宁东铁路公司将充分发挥铁路运输优势,不断拓宽宁东地区固废资源化外运通道,持续提高宁东工业固废综合利用效率,走出就地转化和外销利用相结合的新路径,助力推进产业绿色转型,为建设黄河流域生态保护和高质量发展先行区作出积极贡献。

安全生产安全生产涉及职工生命安全,是企业生存发展的关键,责任重于泰山。公司始终坚持“安全第一、预防为主、综合治理”的方针,深入学习贯彻习近平总书记关于安全生产的重要论述和《安全生产法》,全面贯彻党中央、国务院和自治区党委、政府决策部署,统筹发展和安全“两件大事”,全面落实安全风险分级管控和隐患排查治理双重预防机制,切实强化底线思维,压实安全生产责任,全面排查整治各类风险隐患,有效防范化解重大安全风险。

2022年是安全生产专项整治三年行动收官之年,公司加强组织领导,全力推进各项整治任务落实落地。聚焦重点区域、重点部位,贯彻落实“两个专题”,动态更新“两个清单”,以全区消防安全专项整治三年行动为抓手,以专项活动为着力点,在重要时间节点开展安全专项检查,全力抓好安全生产各项任务,坚决防范重特大事故发生。截至2022年12月31日,实现无铁路交通一般B类及以上事故2,625天,无铁路交通相撞人员伤亡事故4,030天,无重特大事故9,405天。

2022年3月31日,全国和自治区安全生产电视电话会议刚一结束,公司党委副书记、总经理陈存兵就以视频会议形式主持召开全系统会议,传达学习习近平总书记重要指示精神、李克强总理批示要求和全国安全生产电视电话会议精神,以及自治区安全生产电视电话会议暨自治区安委会2022年度第二次全体(扩大)会议精神,研究部署公司当前安全生产工作。陈存兵指出,“3·21”东航客机坠毁事故发生后,习近平总书记第一时间作出重要指示,李克强总理等领导同志作出重要批示;今天上午,全国和自治区又分别召开安全生产电视电话会议,对安全生产工作作出具体安排部署、提出明确要求。各部门、各子公司要严格落实企业安全生产责任,坚决贯彻此次会议精神,始终坚持人民至上、生命至上,把安全生产作为首要政治任务,强化风险意识、树立底线思维、狠抓工作落实,按照“管行业必须管安全、管业务必须管安全、管生产经营必须管安全”的工作要求,全力抓好安全生产各项工作。

二、强化管理体系
持续推进安全风险分级管控和隐患排查治理双重预防机制,宁夏宁东铁路有限公司每月召开安全风险研判会、安全隐患排查治理专题会议,分析安全隐患、评估安全风险辨识结果,辨识研判生产要素和外部环境变化产生的新风险,分类分级制定管控措施并细化落实。持续推进安全生产标准化建设,每半年对安全生产目标、安全管理制度、人员、生产设备设施、作业过程控制、隐患排查、应急救援等项目进行达标评比,全面提升公司整体安全生产标准化水平。修订完善公司生产安全事故应急预案,规范信息报送、预警发布,提高现场指挥协调科学性,加强应急预案体系建设,规范生产安全事故应急处置工作。

持续推进安全基础建设,进一步加大基础设备更新改造力度,投入4,345万元用于沿线围网栽设、安装断轨监测报警系统、路基边坡防护加固维修等项目,有效提升设备安全水平。完成4座道口合并拆除任务,扎实推进道口“拆并改”工作。深入开展安全教育培训和应急演练,集中组织观看《生命重于泰山》电视专题片64场,参与1,828人次。加强应急救援能力建设,开展应急演练21场,直接参与308人次,有效提高员工安全事故应急处置能力。加强路外环境整治,深入开展铁路安全知识“五进”(进校园、进乡镇、进村队、进农户、进田间地头)宣传活动,着力强化沿线治安重点路段管控,向沿线群众宣传解读铁路安全政策法规、安全知识等内容3场次,发放2,350份宣传资料,向700余人次宣传铁路安全知识。集中处置路外治安问题10件、烧荒85起,清理闲杂人员900余名,铁路沿线治安环境进一步改善。

2022年5月11日,公司党委书记、董事长何旭东赴宁东铁路台子五队道口,对道口拆除封闭工作开展调研督导,宁东铁路公司有关负责人参加调研督导。经过7个半小时的连续作业,宁东铁路台子五队有人监护道口永久性拆除,消除了一处铁路道口安全隐患。何旭东实地详细查看道口拆除作业情况,听取了相关单位和部门的汇报,了解拆除计划和进度,研究解决方案。何旭东高度肯定已取得的拆除和改造成果,并针对下一步工作提出四点要求:一要统筹协调推进,积极向政府主管部门作专题汇报,争取更大政策支持;二要与道口所在村委会加强沟通,了解掌握村民意见,做好相关政策解读,营造和谐环境;三要确保铁路安全畅通,彻底消除隐患,保障群众利益,出台疏通道口方案,不能影响群众生产生活;四要加强沿线群众关于爱护铁路、安全出行知识的宣传,动员群众积极参与铁路护路工作,切实提高安全意识,一起守护铁路运营安全线。

为深入贯彻习近平总书记关于应急管理重要论述精神,进一步提升道口安全管理和事故应急处置能力,按照公司2022年“安全生产月”活动要求,2022年6月23日上午,宁东铁路公司在古羊道口组织开展了铁路交通事故综合应急演练。宁东能源化工基地消防大队、宁东医院、焜龙油品参加本次演练,西部创业公司党委书记、董事长何旭东现场指导观摩。本次应急演练模拟一辆大巴车通过古羊道口时,因刹车失灵冲过栏杆与正在通过道口的危险品列车01102次第5位车辆相撞。被撞车辆脱轨,罐车罐体有裂纹,有液体明显泄漏并伴有油气味道,现场铁路设施损坏严重。大客车前端严重变形、车门变形无法打开,司机受伤昏迷呼叫无应答,乘客10人不同程度受伤。“事故”发生后,宁东铁路立即启动Ⅱ级应急响应,成立现场应急处置救援指挥部,调集各单位、部门应急救援力量进行紧急处置。此次演练各小组分工明确、反应迅速、集结有序,检验了各单位、部门应对突发事件的快速反应能力、协调作战能力和应急处置能力,达到了预期的效果,也体现了常态化“以练为战”对确保安全生产的重要性。

驻村工作队积极对接宁夏丰锦农牧科技有限公司,建立“党支部+农户+合作社+企业”湖羊养殖的发展模式,探索“母畜分散养殖、仔畜集中收购”的方式,重点针对脱贫户和“三类对象”由企业提供基础母羊、技术指导和饲草料,农户负责在家饲养,对所产的宰畜2个月后由企业按照每公斤高于市场价1元的价格进行保底收购。按照上级要求,进一步调优产业结构,始终坚持产业发展与美丽乡村建设有机结合。截至目前,红塔村共有经果林450亩、黄花菜120亩、枸杞100亩,为保障粮食安全,结合粮食功能区今年调整种植春小麦400亩,计划豆玉带状复合种植1,000亩。牛存栏达到2,087头,羊6,500只左右。积极争取蜜蜂养殖补助政策,鼓励50户村民蜂蜜养殖600箱。农民富了,乡村美了,让村民的获得感、幸福感进一步提升。

走访入户,让帮扶工作更精准主动走访群众,做好“三类”对象的监测工作,制定帮扶计划,防止发生返贫。驻村工作队近期对红塔村去年退出监测的20户边缘易致贫户开展回访工作,再次了解家庭情况,核算家庭收入,防止退出监测后再次返贫。坚持经常性入户现有监测对象,开展帮扶工作,填写监测对象动态监测表。对近期走访中发现的2户因重大疾病有返贫致贫风险的农户,积极与村“两委”协商,召开村民代表大会,按程序纳入监测,制定帮扶计划,提前进行干预,确保农户不发生返贫。公司驻红塔村工作队将紧紧围绕产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的乡村振兴总要求,着眼帮扶村的实际情况,突出问题导向,做到“抓”有方向、“促”有措施、“创”有成效,确保措施落实到位、问题解决到位、成效体现到位。
2023年3月6日,刚做完腰间盘突出手术还没有完全恢复的王玉杰,返回吴忠市红寺堡区柳泉乡红塔村,立即到驻村重点监测户张成家,看望其去年底以来因儿童型风湿关节炎引发胸部骨裂在家治疗康复的孩子,并给孩子带来了几本课外书和一些零食。“好好休息,过段时间你就可以重回校园了……”听着王玉杰安慰鼓励的话语,卧床休养的孩子脸上露出了笑容。王玉杰是宁夏西部创业实业股份有限公司派驻红塔村的第一书记,自驻村工作以来,他和公司另外两名驻村干部裘军民、王立围绕数字乡村、党建示范村打造、产业发展、农村人居环境整治等工作,用实实在在的成绩,让村民有了更多的获得感和幸福感。提起驻村经历,王玉杰说:“初来乍到人生地不熟,如何尽快实现从一名企业工人向驻村干部转型,压力很大。”“必须要尽快融入村民,让村民们知道我们是来干什么的。”王玉杰和另外两名驻村工作队员利用两个月的时间,挨家挨户走访群众摸排情况,制作“驻村工作队联心卡”发放给每家每户,畅通与村民联系渠道。将走访中发现的3户因病、因学有返贫致贫风险的农户,及时按程序纳入监测,制定帮扶
计划,提前进行干预,确保不发生返贫。今年52岁的张翠英丈夫2020年因意外不幸去世,全家人的生活重担都落在了她一个人身上。驻村工作队在走村入户时,了解到她家的生产生活、家庭收入情况及孩子上学、就业等方面的困难后,在物质和精神上双向发力,给予了她极大的关怀和照顾。“王书记经常来看望我们,关心我们的生活状况、孩子的学习就业情况,还给我们送米面油等生活用品,鼓励我们积极生活,遇到困难就找他们帮忙。”张翠英说。“要想被群众接受和欢迎,就得用心去交流,把群众当亲人,切身感受他们的冷暖疾苦,了解他们的所思所想,善于跟他们坐一条板凳。这样,群众才愿意和你接触,乐于和你交往,才会说真心话,做群众工作的大门就打开了。”这是王玉杰开展驻村工作近两年的深切感触。
驻村工作以来,王玉杰积极联系协调西部创业和银川爱心企业筹措资金,为15户困难家庭发放慰问金和大米、食用油等慰问品,为村部安装了一套价值10万元的空气能加太阳能取暖设备,保障了困难群众生活,解决了村部冬季取暖问题。产业项目是增强困难家庭造血功能、帮助村民致富的长远之计,也是乡村振兴最有力的抓手。

两年来,王玉杰和驻村工作队在西部创业和红塔村村“两委”的支持下,建立“党支部+农户+合作社+企业”湖羊养殖发展模式,对接农牧科技企业探索“母畜分散养殖、仔畜集中收购”方式,重点针对脱贫户和“三类对象”由企业提供基础母羊、技术指导和饲草料,农户在家饲养2个月后由企业按照每公斤高于市场价1元的价格进行保底收购,确保农户增收。积极动员村民种植春小麦300亩,豆玉带状复合种植300亩。发挥村民蜜蜂养殖传统优势,鼓励32户村民养殖蜜蜂473箱,为农户争取蜜蜂养殖补助88,800元。搭建电商平台,通过“快手”直播带货销售红塔村特色农产品,抓好产销对接,拓宽农产品销售渠道。积极探索壮大村集体经济发展模式,利用西部创业帮扶资金购买拖拉机、翻转犁和旋耕机等农机设备,优先并低于市场价格服务本村村民,提高村集体经济收入。自开展农机服务以来,耕地
403.8亩,旋地651亩,增加村集体收入32,574元,给本村村民让利8,000余元,初步建立起了生产
服务型村集体发展模式。“我们就是要通过产业项目,带动村民共同致富,打造一支‘永不走的工作队’”王玉杰说。
驻村两年,王玉杰不知流了多少汗、跑了多少路,度过了多少个不眠之夜,但他心里明白,自己也有很多收获。
采访过程中,不时有村民给他打来电话,有说家里水管爆裂了怎么办,有询问什么时候能去给他家旋地,还有问他身体恢复得怎么样了……王玉杰总是笑呵呵地回答着村民的问题,还会和他们唠会儿家常。此时此刻,记者从他灿烂的笑容里,感受到了他心里的幸福。“驻村工作累不累?”“乡村是个广阔的天地,驻村工作虽然忙点累点,但看着村民们的日子一天天富起来,脸上的笑容越来越多,我觉得一切付出都是值得的。”王玉杰说。
付出终有回报。在今年3月初吴忠市红寺堡区委组织部、乡村振兴局公布的该区驻村第一书记和工作队员2022年度考核结果中,王玉杰获得优秀等次。

国企改革三年行动启动以来,公司聚焦主责主业,深入实施创新驱动发展战略,打出改革“组合拳”,创新体制机制,激发创新活力,加大研发投入,增强协同创新,抓重点、补短板、强弱项,切实发挥科技创新在增安提效方面的重要作用,有力推动了公司高质量发展。
一、项目研发
2022年,公司研发投入1,120.41万元,实施3项科技创新项目(2项完成研发工作,1项完成关键技术研发工作)。公司技术含量高、示范应用意义较大的2个项目(基于视频智能分析的铁路货运智能检测系统、氢动能机车联合研发项目)列入宁东管委会重点支持项目,并获得政府资金支持,实现了历史性突破,第一次享受2021年研发费用加计扣除退税38万元。在做好研发工作的同时,公司主动对接政府主管部门,努力申报项目争取政策支持,积极做好科技创新项目的组织实施,协调攻克已立项的科技创新项目研发难题,推动项目成果转化。

(一)主要做法
一是规范管理,营造创新氛围。聚焦经营管理、安全生产、装备升级等领域,制定《科技创新管理办法》《科技创新驱动高质量发展实施方案》等文件,统筹谋划开展科技创新工作。把强化科技创新引领能力确定为公司“十四五”发展的一项重点任务。建立科技投入稳定增长机制,规范科技创新管理,组建科技信息部,归口负责科技创新和信息化建设工作。坚持正向激励和宣传引导,以公司公众号、《西部创业》报、办公网为载体,多形式解读科技创新政策,宣传科技创创新成果,形成了良好的科技创新氛围。二是多措并举,建设创新平台。坚持自主创新和合作研发相结合,激发创新活力,提升创新能力。2021年通过产学研合作成立西创氢动力技术协作联盟与地方铁路4G/5G+北斗应用联合实验室两个创新平台。成立协作联盟,研发改造以氢燃料电池为主、锂电池为辅
的混合动力机车。公司权属子公司宁夏宁东铁路有限公司与宁夏电信公司联合设立全国首个地方铁路4G/5G+北斗实验室,研究基于北斗定位和4G/5G数据传输的机车行车安全预警、列车尾部风压监测、机车音视频通信等适用于地方铁路的应用场景,为地方铁路“5G+北斗”技术应用提供发展思路、技术路线、试验数据、应用成果。三是强化融合,激发创新效能。在科技创新工作中,注重发挥党员专业技术人员的先锋模范和引领带头作用,在科技创新工作一线成立党员科技攻关小组。注重激励和发挥自有创新人才特长,成立刘胜利技能大师工作室、刘永平创新工作室,推进10余项科技创新成果落地见效,培养信号、通信、车辆检修等专业40余人成为技术能手,其中刘永平创新工作室被命名为“自治区能源化工工会创新工作室”。
1、完善体制机制,激发创新源动力
聚焦生产所需、保障安全、降本增效三大目标,狠抓关键领域科技攻关,持续加大研发投入强度,面向重大项目“投核心、投未来”,面向生产经营“投当下、谋经营”。“红柳—石槽村远程控制系统设计与运用”通过自主设计铁路通信信号远程控制设备,实现了车站的独立联锁、远程控制和信息交互,为铁路企业创新管理模式、降低用工成本、节约资源等方面提供了可持续发展的优化方案,现已申报中国地方铁路协会科学技术奖。“列车
安全智能控制装置”利用列车管风压变化及可编程控制器PLC控制尾部机车切除动力原理实现“前拉后顶”,改变以往重车上坡道区段需由双机重连进行牵引的作业模式,彻底消除了机车动力操控不同步造成的安全隐患。“远程智控黄油加注机”充分利用旧黄油加注机泵头、油桶、电机等组件自主设计,使用效果良好,获得了2022年度自治区职工技术创新成果优秀奖。
2、聚焦重点领域,增强发展新动能

编制完成《西部创业信息化发展暨宁东铁路数字化转型规划》,确立“152”信息化总体架构。从数字化转型目标、重点项目和治理体系等方面明确了公司未来信息化建设和数字化转型的发展目标、方向和路径。“综合视频监控系统”通过对关键作业、重点场所、重要设备实时进行远程监控和智能分析,为安全管理提供了新的理念和技术支撑。“行车安全预警系统”综合利用北斗实时定位、无线数据传输等技术,根据机车与现场作业人员、道口等距离自动进行列车接近告警。发挥预警预防作用,为道口和施工安全提供新的技术手段。基于4G和“北斗”等多种数据传输的新型数字列尾装置已经完成实验室功能验证。“铁路货运智能监测系统”应用视频识别、图像实时处理、深度学习等技术,对货物装载状态、加固状态、主要车型关键部位状态进行全自动动态监测,对出现的异常及时预警,大幅减轻人工工作量,为货检人员提供可靠数据支撑,进一步提高货物运输安全性。“运输收入计费及清算统计系统”将信息技术与业务深度融合,实现铁路与客户、联运单位之间运输收入及费用清算数字化,减少人工票据传递,大幅提高工作效率。
3.加速数字化转型,赋能高质量发展
(二)改革成效
近两年,公司科技创新管理水平不断提升,投入强度不断加大,取得国家实用新型专利6项、软件著作权1项,正在申请发明专利1项;获得自治区职工技术创新成果优秀奖1项,1个创新工作室被命名为自治区能源化工工会创新工作室;职工发表论文30多篇。员工主动创新、参与创新的积极性显著提高。创新平台作用发挥明显,研发项目取得实质性进展,并涉及到氢能应用、视觉人工智能分析、北斗应用等先进前沿技术。“列车安全智能控制装置”在双机牵引中的应用大幅提升了运输组织效率,平均每月可节省辅助作业时间254.25小时,每年节约机车成本240万元左右。“红柳—石槽村远程控制系统设计与运用”投入使用后,有效整合车务、电务、通信、机务等4个专业,压缩岗位7人,每年可节约人工成本142万元。“远程智控黄油加注机”投入运用后,原来由2人工作6小时左右才能完成的加注工作,现在单人1小时内便可完成,年均可节约相关费用10.5万元。“铁路货运智能监测系统”得到国家能源集团宁夏煤业公司等有关单位和兰州局集团银川货运中心充分认可,具备推广应用条件。通过无缝线路断轨监测、重点地段路基沉降和边坡监测、综合轨检车监测系统等物联网和现代信息技术,为铁路安全生产提供更多技术支撑。科技保安全能力逐步提高。综合视频监控系统建成后,整合优化各生产单位调度、值班人员力量,实现安全信息集中管控,相对于传统的人工现场检查,效率和特殊时段效果明显改善,特别是在施工作业和道口安全管理等关键环节,有效管控作业人员不安全行为及现场不安全因素。通过OA系统实现宁东铁路合同审批和费用支付、行政事务审批等多项流程线上办理。2022年上半年运行报销类流程541次,用车申请流程365次,合同审批流程141次,日报表流程140次,明显提高流程效率,减少了工作人员无效跑路和等待时间,得到了职工的一致好评。

4G/5G+北斗研发项目成功应用2022年9月,基于北斗定位的行车安全预警系统在宁东铁路公司成功试运行,地方铁路4G/5G+北斗应用联合实验室首个研发项目成功落地。该项目以铁路道口和线路施工作业人员安全管控为主要应用场景,针对长期困扰安全生产的突出风险点,坚持科技保安全理念,综合利用北斗实时定位、无线数据传输等技术,发挥预警预防作用,为道口和施工安全提供新的技术手段。系统通过对机车、道口工和线路作业人员等进行精准定位并实时计算相对距离,根据安全距离自动通知道口和作业人员,对机车司机和作业人员提醒预警;列车行驶过程中,车载设备可以在到达道口前自动播放道口视频信息,使司机能够提前掌握道口实时情况,及时采取相应措施。为保证项目顺利开展,宁东铁路公司建立了领导包抓、联合推进的工作机制。在研发过程中,组织党员骨干成立党员技术攻关小组,锐意创新、攻坚克难,有效发挥党员先锋模范作用。
地方铁路4G/5G+北斗应用联合实验室是公司科技创新重要成果。自成立以来,宁东铁路公司和宁夏电信密切合作,聚焦地方铁路运输安全生产中的迫切需求和突出问题,发挥铁路运营管理优势,互补合作潜力,联合开展科技创新。除了已经投入使用的行车安全预警系统外,采用北斗短报文等多种新技术的新型智能列尾也取得了重要技术突破,在实验室条件下实现了目标功能。未来将有更多创新成果从实验室走向生产一线,助力公司高质量发展。

二、知识产权
2022年,公司新增4项实用新型专利,取得1项软件著作权。目前已累计取得软件著作权2项,实用新型专利6项,在办理的软件著作权1项,在办理的发明专利1项。“刘永平创新工作室”研发的“远程智能黄油加注机”荣获2022年7月21日第二届全区职工技术创新成果评选展览优秀奖,有效解决加注机速度慢、耗时长、加注速度不可调、人工投入多等问题,极大地提高了工作效率。公司制定制度,规范产权申报、使用和管理等,专业技术人员和员工参与科技创新的积极性进一步提高。

公司技术创新项目在第二届全区职工
技术创新成果评选中获殊荣
2022年7月21日,在自治区总工会、科技厅、科学技术学会联合举办的第二届全区职工技术创新成果评选展览活动中,公司“刘永平创新工作室”报送的“远程智能黄油加注机”荣获优秀奖,这是该项目继荣获公司“五小”创新成果一等奖后再获殊荣。此次评选展览活动共征集到职工创新项目460项,评选出获奖项目50项,其中一等奖5项、二等奖10项、三等奖15项、优秀奖20项,并对获奖项目进行集中展览。

2022年度环境、社会责任和公司治理报告科技创新
近年来,公司坚定“创新强企、人才兴企”发展战略,持续加大科技创新投入力度,以创新驱动有效激发企业内生动力。结合工作需要开展科技攻关工作,总结形成了一批实用技术并积极推广应用,进一步提高了工作效率,达到了科技创新助推企业强基增效的目的,把竞争和发展的主动权牢牢掌握在自己手中。在公司两级党委的坚强领导下,“刘永平创新工作室”认真贯彻落实公司创新工作部署,聚焦生产经营工作,积极开展科技创新和人才培养,由工作室自主研发的列车安全智能控制装置荣获2021年国家实用新型专利权。本次获奖的远程智能黄油加注机项目,每年可为公司节约劳动成本10万余元,达到远程控制、智能定量加注黄油的作用,有效解决加注机速度慢、耗时长、加注速度不可调、人工投入多等问题,工作效率提高了6倍。工作室将继续扛起创新大旗,以科技创新破解新难题、打造新亮点,助力提升铁路智慧化建设水平。

2023年,公司将继续深入贯彻落实党的二十大精神,坚持以习近平新时代中国特色社会主义思想为指导,以推动高质量发展为主题,以提升核心竞争力为目标,以更加开放的心态、更加广阔的视野、更加扎实的作风,推动国有上市公司特有的政治优势、组织优势和平台优势充分发挥,推动公司实现更高质量、更有效率、更可持续、更为安全的发展。
一、思想政治。把学习宣传贯彻党的二十大精神作为首要政治任务,把旗帜鲜明讲政治、压实党建工作责任、
严格督促监督检查贯穿党的二十大精神学习宣传贯彻的全过程,把贯彻落实党的二十大精神同坚决贯彻落实党中央和自治区党委决策部署结合起来,对工作思路再完善、目标任务再聚焦、具体举措再细化,全力以赴抓发展、促改革、防风险、惠民生,把大会精神贯彻落实到公司高质量发展的各领域全过程。
二、群团建设。完善职工代表大会、厂务公开等民主管理制度,依法保障党员职工选举权。通过座谈、咨询、民
意调查等方式,使基层声音畅达管理层,使群众意见转化为公司党委的决策部署,用全过程人民民主保障员工当家作主。把贯彻落实党的二十大精神与弘扬劳模精神、劳动精神、工匠精神结合起来,开展契合公司高质量发展和员工喜闻乐见且具有思想性、实践性、趣味性的活动。
三、业务发展。坚持稳字当头、稳中求进,更好统筹发展和安全,突出“一体化协同、高质量发展”主题,以提运
力、增运量、防风险、保安全、促发展为主线,加快融入“煤化运”一体化,推进国家能源集团铁路大通道全程物流业务,着力提升铁路运力运效,积极开展疆煤、陕煤进宁,多点发力提升外煤运量,多措并举强化非煤运输,以项目带动扩充新动能,形成新的增长点。
四、安全生产。落实安全生产主体责任,深化风险和隐患双重预防制度建设,严格安全生产制度和考核问责制
度执行,落实全员安全生产责任制。加强施工安全质量管理、危险品安全管理,推进设备以检定修管理。开展安全生产专项检查,积极推进安全专项排查整治,细化生产安全事故应急预案,及时组织开展培训和演练,强化有针对性的安全生产培训,提高员工应急处置能力。加大安全投入,改善工作环境和条件,做好职业健康工作。

五、环境保护。坚持绿色发展理念,持续提高清洁能源利用水平,加大力度节能降耗,科学合理处置废弃物,提
高资源利用率。加快宁东铁路电气化建设进度,提高运输质量,提升经营效益,降低运营成本,助推“双碳”目标实现,形成绿色低碳的交通运输结构,迈向现代化铁路物流企业。
六、法治建设。学深悟透做实习近平法治思想,统筹推进法治国企建设,深刻认识合规管理的重要意义,健全
合规管理组织体系,明确合规管理职责,关注重点领域,严肃合规追责。创新普法宣传方法,营造浓厚法治氛围,切实提高员工运用法治思维和法治方式工作的能力,定期开展法律知识培训普及法治知识,加强证据收集和维权意识,夯实基层法治建设基础。
七、科技创新。坚持创新驱动,以保安全、增效益、降成本、强实力为目标,聚焦绿色低碳技术研究应用,强化数
字化、智能化技术应用,提升地方铁路服务质量、管理效能、经营效益。深入推进科研体系建设,加大“产学研用融”合作力度,逐步开展前瞻性、引领性技术研发,加快成果产业化进程。实施一体化管控系统,实现财务信息贯通管控落地,加快安全生产信息化和安全管理智能化建设,全面提升经营管理信息化水平。
八、乡村振兴。开展驻村帮扶点调研,制定工作要点,确立帮扶项目,加强资金管理,拓宽农民增收致富渠道。
加强与村“两委”和驻村工作队的沟通联系,及时了解驻村工作队队员的工作和思想状态,做好驻村工作队的后勤保障工作,帮助驻村队员解除后顾之忧。
九、文化建设。组织实施《企业文化建设纲要》,制定《企业文化宣贯实施方案》《制度体系手册》《企业文化手
册》《员工行为手册》《企业VI手册》,制作公司宣传片、企业文化宣传课件,组织开展企业文化培训,推进企业文化体系化的成果输出。
十、新闻宣传。加强新闻中心建设,转变工作思路和工作理念,主动与各类宣传媒体加强沟通协作,加强重点
