This Report is the third Environmental, Social and Governance (ESG) Report issued by Beijing Capital Eco-Environmental Protection Group Co., Ltd. (hereinafter referred to as ''Capital Eco-Pro Group''), disclosingthe Company’s ESG practices to shoulder social responsibility in 2023, reporting corporation operations tostakeholders and helping shareholder, partners, employees and the public to deepen their understanding of theCompany.

Capital Eco-Pro Group has been regularly disclosing its annualSocial Responsibility Reportsince 2017, anddisclosing its Environmental, Social, and Governance (ESG) and Social Responsibility Report since 2021.This Report covers the entire Capital Eco-Pro Group, involving its subsidiary wholly-owned, holding andshareholding companies at all levels.For the sake of clarity and readability, ''Capital Eco-Pro Grou'',''the Company'', and ''we'' refer to Capital Eco-ProGroup and its subsidiary holding and shareholding companies at all levels in this Report. Centering on core capabilities, we select businessmodels, create business portfolios with complementary advantages and coordinated development, andprovide customers with diversied green and low-carbon value services.

Since the investment in the Beijing—Tongzhou Expressway, CapitalEco-Pro Group has undertaken over 40 projects in Beijing, covering12 districts. The business activities involve elds such as sewage andreclaimed water treatment, urban sanitation, air pollution preventionand control, water environment protection and municipal heating. TheCompany has delivered several industry benchmarking projects such assanitation project in Dongcheng District, west reclaimed water projectin Yanqing District, and air pollution comprehensive treatment project inChaoyang District.As the pacesetter in protecting the capital’s economic development andecology & environment, the Company has successively served majorevents such as the Beijing Winter Olympic Games, and the celebrationof the 100

thanniversary of the founding of the CPC. In 2023, part ofthe Company’s sanitation project—the Dongsi North Street and JinbaoStreet maintained the title of ''inspection free streets'' due to theirexcellent service qualities.

Deeply Rooted in Beijing:

Striving to Be the Pacesetter in Protecting Beijing’sEconomic Development and Ecology & Environment

Since its establishment in Shihezi, Xinjiang, Capital Eco-Pro Grouphas been dedicated to its businesses and has successively investedand completed benchmark projects such as the construction andupgrading of Shihezi sewage treatment plant, the reuse of reclaimedwater, the construction of the 2nd sewage treatment plant, andthe demonstration treatment project for heavy pollution weather inwinter. The Company has achieved steady growth in project benets,gained brand public praise, and won recognition from customers.

In 2023, the Company was granted the franchise for the domestic wasteincineration power generation project in Shihezi by virtue of its leadingindustry advantages and professional team. This project wasthe rst domestic waste incineration power plant completed and put intocommercial operation in Jiangxi Province, contributing a 30% reductionin urban-rural domestic waste in the three counties and six districts ofNanchang City.Upon commercial operation, the operational indicators, efficiencyindicators, and environmental emission indicators reached the leadingdomestic level. Capital Eco-Pro Group continuously explores low-carbon resource recyclingtechnologies, promotes the utilization of renewable energy sources such as photovoltaicsand water source heat pumps, carries out carbon asset management, participates inthe construction of global voluntary emission reduction mechanisms, and coordinates topromote the Company’s green, low-carbon, and high-quality development.

In September 2023, the waste-to-energy project in Xinxiang City, Henan Province resolved a series of challenging issues relatedto project benchmarking. After approval by VERRA, it became the rst batch of registered waste-to-energy VCS projects onan international scale. With an annual waste treatment capacity of 672,800 tons, it realized 192 million kWh of clean powerconnected into the grid and 177,900 tons of external steam supply, equivalent to a total replacement of 72,300 tons of standardcoal. It is estimated to reduce carbon dioxide emissions by an average of 166,400 tons per year, generating carbon emissionreduction revenue of approximately several million yuan.

Hubei Province Shiyan Capital Dongfeng Company hasadvanced the construction of distributed photovoltaicprojects in the Industrial New Area Sewage Treatment Plantand Wujiagou Waterworks. In 2023, TAGAL's Water System Service Contracted Operation Project initiated a targeted campaign for energy conservationand consumption reduction. This initiative involved the enhancement of water pump equipment to improve e?ciency and bettersuit the operational parameters of the site. Additionally, the project implemented frequency converters and other technologicalmeasures to optimize operations in response to varying customer loads and seasonal conditions. Since both parties to the merger were under the control of Beijing Capital Group Co., Ltd. before and after the merger, which wasnot temporary, the merger is considered a business combination under common control.
